Xeon & Partners Law Firm participated in the drafting of Wuxi’s local standard DB3202/T 1078-2024, Specification for Review of Data Product Listing, contributing legal and data compliance expertise to the development of local rules for China’s emerging data transaction market.
The standard was issued on 20 August 2024 and took effect on 27 August 2024. It was developed under the administration of the Wuxi Data Bureau and approved by the Wuxi Administration for Market Regulation. The drafting group brought together government authorities, data trading institutions, research organisations, universities, professional service providers and technology companies.
Xeon & Partners was formally listed as one of the drafting organisations. Nancy Zhang, Founder and Managing Partner of Xeon & Partners Law Firm, and Jingyi Zhuang, Partner of the firm, were both listed among the individual drafters of the standard.
The initiative reflected Wuxi’s efforts to establish clearer standards for the review and listing of data products and to support the compliant and orderly development of data transactions. Wuxi had previously developed rules for data product listing based on the principle that data products should undergo compliance review before being admitted to trading.
Xeon & Partners has continued to develop its data compliance practice, advising businesses on data transactions, data product listing, compliance assessments, cross-border data transfers and other regulatory issues arising from the commercial use of data. The firm’s participation in the standard-setting process reflects its continuing engagement with China’s evolving data compliance and data trading ecosystem.
