How Foreign Nationals Can Obtain a Drivers License in China

Foreign nationals who wish to drive in China must comply with China’s motor vehicle licensing requirements. Depending on whether the applicant already holds a valid overseas driver’s license, the process may involve exchanging an existing license, obtaining a temporary driving permit, or completing the standard Chinese driver’s license examination process.

Q1. Do foreign nationals need a Chinese driver’s license to drive in China?

Yes. Foreign nationals driving motor vehicles on public roads in China must hold a valid driver’s license recognised by the Chinese public security traffic authorities.

A foreign driver’s license cannot generally be used on its own to drive in China. A foreign national holding an overseas driver’s license must apply for the appropriate Chinese driver’s license or driving permit in accordance with the applicable procedures.

For short-term visitors, a temporary driving permit may be available. The period of validity depends on the applicant’s permitted period of stay in China. 

Q2. How can a foreign national with an overseas driver’s license obtain a Chinese driver’s license?

The applicable procedure depends on the type of license requested and whether the applicant satisfies the relevant requirements.

For small passenger vehicles, such as vehicles covered by China’s C1 or C2 license categories, an applicant holding a valid overseas driver’s license will generally be required to complete the relevant application procedures and, where applicable, pass the required examination.

For larger vehicle categories, including large buses, heavy tractor-trailers, city buses, medium-sized buses and large trucks, additional examinations may be required. Applicants for certain large-vehicle licenses may also need to demonstrate that they have held the corresponding overseas license for more than two years.

Requirements may vary depending on the applicant’s circumstances and the local vehicle administration authority handling the application.

For certain license categories, the applicant may be required to pass one or more examination subjects.

After reviewing the application materials and confirming that the statutory requirements have been satisfied, the vehicle administration authority may issue the corresponding Chinese driver’s license. 

Q4. How can a foreign national who has never held a driver’s license obtain one in China?

A foreign national without an existing driver’s license generally follows the standard licensing process applicable in China.

Q5. Can international students obtain a Chinese driver’s license while studying in China?

Yes. International students who satisfy the applicable identification, residence, medical and other eligibility requirements may apply for a Chinese driver’s license while studying in China.

Depending on whether the student already holds an overseas driver’s license, either the license-exchange procedure or the standard examination procedure may apply. 

Q6. How long is a Chinese driver’s license valid?

Chinese motor vehicle driver’s licenses may have validity periods of six years, ten years or long-term validity.

An initial driver’s license is generally valid for six years. Subject to the applicable renewal requirements and the driver’s record during that period, a subsequent license may be issued for ten years. If the relevant requirements continue to be satisfied during the ten-year period, a long-term license may subsequently be available.

Applicants must also satisfy the applicable physical fitness requirements when renewing their licenses. 

Q7. What examinations are required for a new driver’s license?

China’s motor vehicle driver examination system is generally divided into three subjects.

Subject One: Traffic Laws and Related Knowledge

Subject One is a theory examination covering matters such as:

Subject Two: Driving Skills

Subject Two assesses basic vehicle handling and driving skills in a controlled testing environment.

Subject Three: Road Driving and Safe Driving Knowledge

Subject Three covers practical road-driving skills and knowledge relating to safe and responsible driving.

The timing and eligibility requirements for booking each examination are subject to the applicable licensing rules and local arrangements. 

Q8. What happens if an applicant fails an examination?

After an examination appointment has been made, an applicant who fails may generally be permitted a further attempt in accordance with the applicable examination rules.

If the applicant fails the permitted retest, a new examination appointment will normally be required.

For Subjects Two and Three, the applicant may need to wait for the prescribed period before making another appointment. Passing results for other examination components may remain valid subject to the applicable rules. 

Q9. How long is a learner’s driving certificate valid?

A learner’s driving certificate is generally valid for three years, subject to applicable age restrictions.

The applicant must complete the required remaining examinations within the validity period. If the applicant does not complete the examination process before the certificate expires, previously passed examination results may cease to be valid. 

Q10. What happens if an applicant repeatedly fails Subjects Two or Three?

Within the validity period of the learner’s driving certificate, the number of examination appointments for Subjects Two and Three is subject to regulatory limits.

According to the rules reflected in the original article, an applicant may make up to five examination appointments for the relevant practical subjects. If the applicant fails the fifth attempt, previously passed examination results may become invalid and the licensing process may need to be restarted. 

Practical Note

Driver’s license application procedures can differ between cities, particularly with respect to document translations, residence documentation, appointment procedures and local administrative requirements.

Foreign nationals should therefore confirm the current requirements with the local vehicle administration authority before submitting an application.
