01 Provisions on Indicating the Comprehensive Financing Cost of Personal Loan Business August 1, 2026

The Provisions require that any institution engaging in personal lending— whether banks, consumer finance companies or online platforms—must present borrowers with a comprehensive financing cost disclosure form. Lending institutions must undertake in the disclosure form that, apart from the fees already listed, no additional loan-related charges will be collected.

02 Measures for the Administration of Branch and Representative Offices of Social Organisations August 1, 2026

The Measures require social organizations to be prohibited from establishing regional branch offices, clan-based branch offices, branch offices with significantly overlapping memberships, and branch offices with identical or highly similar names and business scopes.

The Measures clarify that evaluation and commendation activities by social organisations require approval and implementation of project list management, with strict approval and total quantity control. In principle, each social organisation may only establish one evaluation and commendation project, generally conducted once every five years.

04 Measures for the Administration of Pharmaceutical Representatives August 1, 2026

The Measures require pharmaceutical representatives to hold associate degrees or above in medicine, pharmacy or related fields and to possess relevant clinical pharmaceutical knowledge. Pharmaceutical representatives are subject to nine prohibitive circumstances, including undertaking drug sales tasks and providing kickbacks or disguised benefits, with strict prevention of commercial bribery.

05 New Edition of Technical Specifications for Occupational Health Surveillance (GBZ 188-2025) August 1, 2026

The new edition defines three categories of routine examinations (pre-employment, during-employment and post-employment), retaining only unified mandatory test items with standardised baseline screening for all positions. Six new mandatory baseline test items are added for high-temperature workers: comprehensive liver function, kidney function, liver and kidney ultrasound, and thyroid function panel (FT3/FT4/TSH).

06 Provisions of the PRC Customs on Health Quarantine Administration of Special Goods Crossing the Border (GACC Order No. 281) August 1, 2026

The Provisions require units importing or exporting special goods to establish biosafety management systems and production, sales and usage records for special goods. Records must be authentic and retained for a minimum of three years.

07 Mandatory Certification (CCC) for Electric Vehicle Power Supply Equipment August 1, 2026

The State Administration for Market Regulation has decided to implement mandatory product certification (CCC) for electric vehicle power supply equipment. From August 1, electric vehicle power supply equipment without CCC certification and marking may not be manufactured for sale, imported or used in other business activities.

08 Second-Phase Expansion of Pilot Programme for Personalised Cosmetics Services August 1, 2026

Eight provinces and autonomous regions (Liaoning, Jiangsu, Anhui, Fujian, Jiangxi, Hubei, Sichuan and Xinjiang) are included in the personalised cosmetics service pilot programme. Participating establishments may, based on personalised consumer needs, conduct on-site small-batch simple blending and packaging of two or more registered general cosmetics.

The first code in the field of ecological and environmental protection, integrating multiple standalone pollution prevention laws, unifying environmental supervision rules and administrative enforcement standards, improving ecological damage compensation and public interest litigation systems, and coordinating the governance of air, water, soil, ocean and solid waste to provide fundamental and comprehensive legal safeguards for building a Beautiful China.

Jointly issued by the CAC, MIIT and MPS as a supporting regulatory document of the Data Security Law, the Measures establish a tiered and categorised routine risk assessment mechanism. Important data processors shall conduct annual security risk assessments, and organise special assessments when significant changes occur in important data security status. General data processors are encouraged to conduct assessments at least once every three years.

The standard clarifies the definition of the self-storage business model, establishes unified industry guidelines across four dimensions: business qualifications, facility construction, daily operations and safety management. The first cross-border maritime search and rescue legislation for the Greater Bay Area.
